 The UN Security Council cleared the way for air strikes to halt Muammar Gadhafi's offensive on Libyan insurgents. His supporters burst into a Tripoli hotel used by journalists to voice their defiance of the UN. ...

"Today the Security Council has responded to the Libyan people's cry for help," US Ambassador to the UN Susan Rice said. "This Council's purpose is clear: to protect innocent civilians." The resolution demands the "immediate establishment of a cease-fire and a complete end to violence and all attacks, and abuses, of civilians." The resolution stipulates that member states, upon notification to UN Secretary General Ban Ki-Moon and Arab League Secretary General Amr Moussa, can "take all necessary measures...to protect civilians and civilian populated areas, including Benghazi, while excluding a foreign occupation force of any form on any part of Libyan territory." The Security Council's authorization of the use of force also includes the enforcement of a no-fly zone to protect civilians, as well as an enforcement of the arms embargo, banning all international flights by Libyan owned or operated aircraft ...

Libya's army said it would halt operations from Sunday to allow rebels to lay down their arms, softening repeated threats by Muammar Gadhafi to crush them, as world powers edged towards adopting tough measures to shut down the strongman's military machine. ...

Hadi Shalluf, president of the Justice and Democracy Party of Libya, says the opposition would welcome UN peacekeepers in Libya to help enforce the no-fly zone on the ground. "All the Libyans now, they are very, very happy even as this resolution is coming very, very late. But we are really glad and then happy. Today, just now in Benghazi where the people go outside singing, and then dancing, and are very, very happy about this resolution,' he says. ...

The Japanese military is using high-pressure fire hoses to spray water on earthquake-damaged nuclear reactors in a desperate attempt to cool down dangerously-hot fuel rods, as it acknowledges that time is running out. Earlier Thursday, the government used aerial water drops -- after aborting the plan a day earlier because of radiation danger to the helicopter pilots. Defense Minister Toshimi Kitazawa said the government had decided it "could not delay the mission any further." But televised pictures showed much of the water being blown away from the target and the effort was suspended after four attempts. Normal cooling systems for the plant were destroyed by last week's earthquake and tsunami, which knocked out electricity to the plant and damaged emergency backup generators. ...

 Japanese helicopters dumped seawater onto a stricken nuclear reactor Thursday, trying to avoid full meltdowns as plant operators said they were close to finishing a new power line that could restore cooling systems and ease the crisis. ...

Densely populated Tokyo endured more rolling blackouts Thursday and faces at least six months of power shortages as earthquake damage to nuclear plants idles factories with possible global repercussions. The 9.0-magnitude quake and tsunami that obliterated towns in Japan's northeast Friday forced the utility that serves Tokyo, a center for finance and global manufacturers such as Toyota and Sony, to slash power supplies by a quarter. Power to parts of the sprawling region, which produces 40 percent of Japan's economic output, is cut for three hours a day, shutting down commuter trains and traffic lights. ...

The state, overwhelmed by problems, has abdicated some of its most basic duties, some say. "The government is not doing anything. They are not present here," said Akase Hiroyuki, the principal of Ishinomaki's Nakazato Primary School. Along with 20 of his teaching staff, he runs a shelter for 1,200 people left homeless and hungry by the tsunami. Classrooms serve as dormitories, and the school's gymnasium has become a food-distribution center. When Emperor Akihito made a rare television address on Wednesday, his soothing words were not heard in Ishinomaki: No one has watched TV since power failed Friday. Foreign governments and charities have pledged money and sent a few rescue teams to Japan, but fear of exposure to radiation and uncertainty over what they can accomplish has limited their role. In the inspection of Indian Point about 25 miles from New York City, NRC auditors found that "the liner of a refueling cavity at Unit 2 has been leaking since at least 1993." ...

The House voted Thursday to eliminate NPR's federal funding - and to prohibit public radio stations from using taxpayer money to pay NPR dues or to buy NPR programs. At the same time, the Senate approved a three-week budget resolution that includes a $50 million cut to the Corporation for Public Broadcasting, parent of NPR and PBS. Proponents of the House bill hammered home the message that amid a fiscal crisis, the US cannot afford to pour money into what Rep. Marsha Blackburn (R) of Tennessee characterized as an outpost for wealthy elites. "It's time to get NPR out of the taxpayer's pocket," she said during the debate. She echoed a point made recently by Sen. Jim DeMint (R) of South Carolina in a recent op-ed in The Wall Street Journal. "When presidents of government-funded broadcasting are making more than the president of the United States, it's time to get the government out of public broadcasting," he wrote. ...

Federal Debt Will Reach More Than 100% Of GDP For 1st Time Since World War II Under Obama's Budget

Barack Obama's release of the 2012 budget was met by considerable skepticism, despite administration claims that the proposed spending cuts will put the government on track to half the budget deficit by the end of Obama's first term in office. The Dow Jones Industrial Average closed at 12,268, down five points on a day in which the market traded mostly down as experts sorted through the details of the budget. Almost immediately after the 216-page plan was released, along with a 1,368-page appendix and a third 360-page volume of historical tables, critics pointed out that Obama's budget conceded that 2011 will see the largest one-year jump in debt in U.S. history, almost $2 trillion in a single year. With the release of these documents, the Obama administration was forced to concede that the national debt will total $15.476 trillion by Sept. 30, the end of the fiscal year. The debt will reach 102.6 percent of the gross domestic product, or GDP, for the first time since the end of World War II. ...

National Weather Agency Refutes Gore's Claim Recent Snowstorms Caused By Global Warming

NOAA posted the following article at its Climate Watch magazine: "This is the second consecutive very wintry winter in the eastern United States. Last year, NOAA climate scientists concluded the record-breaking snowstorms most likely resulted from the combination of two natural climate patterns: El Nino and the Arctic Oscillation. So what about this year? Last winter's El Nino has flipped to La Nina, as temperatures in the eastern tropical Pacific have been cooler than normal. But the Arctic Oscillation seems to be in a repeat pattern, with conditions this December and January very similar to last winter, according to Deke Arndt, Chief of the Climate Monitoring Branch at NOAA's National Climatic Data Center." Not at all surprisingly, the man that just this past Friday accused Rush Limbaugh, Fox News, and the Wall Street Journal of being part of a conspiracy to mislead people about the dangers of manmade global warming was once again guilty of it himself. ...

Oh No, Not Another Unbiased Documentary About 'Climate Change'

A reader who wishes to remain anonymous sent in this criticism:

Mr. March, You linked the video of Hillary Clinton having what has been referred to as an 'outburst' on your site, yet, you did not explain the context. You omitted the truth and presented the situation as another crazy Clinton moment. You not only misportrayed the situation, you lost an opportunity to share/address the plight of women who have no rights in their country. I have been a long time reader of your March Report and have shared the Report with many people. I wrote to you addressing the Clinton video and have seen no retraction or explanation. I won't be referring anyone to this page anymore. My belief and trust that you maintain objectivity and research all sides has been permanently altered recently. Consevative or not, you have always seemed to work at being fair and true to journalism. I now am seeing you differently.

Robert Jay March Responds:

This reader has mischaracterized the report. In fact, we went out of way to add clarity to the situation. The copy proved by WMAQ-TV, the televsion station which provide the report through one of our syndicators, said "A Congolese university student seems to presume that Bill Clinton's opinion is more important than the current Secretary of State's." In order to portray the situation accurately, we rewrote the copy to read as follows (emphasis added): "As a result of a translator's error, a Congolese university student appears to presume that Bill Clinton's opinion is more important than the current Secretary of State's. Hillary explodes, and hilarity ensues. Oh, those wacky, wacky Clintons." That was all the information that was available on August 11, 2009, when we ran the story. Witty retort aside, we went out of our way to clarify the report. Further details from the State Department and the White House did not become available until the following day.

Another reader, who wish to be referred to by the nom de plume "Needles," has an unusual take on the Certifi-Gate crisis:

The birthers need to step back and consider the consequences of their actions. If Mr. Obama were to be declared ineligible, there are several possible outcomes. They could remove him from office and install Joe Biden as President. The argument would be made that if Mr. Obama was not eligible to run for President, then the ticket is invalid as well and Joe Biden should not be Vice President. The next person in the order of succession would be Speaker of the House; Nancy Pelosi. Because no eligible candidate received a majority of electoral votes, the selection of the President could be thrown into the House. Speaker Nancy Pelosi, would then be king-maker. The choices are Joe Biden, Nancy Pelosi or someone Nancy Pelosi picks. Maybe it is best to leave the birth certificate matter alone.

Robert Jay March Responds:

Mr. Obama being declared ineligible does not legally invalidate Biden's election, provided he is qualified. Even if it did, the Constitution is too important to ignore; it is all that separates us from tyranny. Regardless of the consequences, if in fact Mr. Obama is ineligible, he must be removed. That said, all we have thus far is the preponderance of evidence leading to a likely conclusion, not conclusive facts. That is why the revelation of the long-form birth certificate is so important.

Finally, a third reader who wish to be referred to by the nom de plume "unihawker," writes:

Dear Mr. March, I was watching TV the other night and they showed a clip of Obama in Kenya during his trip there during the campaign. I am not sure if it was just some Freudian slip or not, but he said as he was waiving to the people greeting him, "Thank you, it is great to be back home". My question was, If he was not born in that country why would he call it home?

Robert Jay March Responds:

Good question, for which I have no answer. If this report is correct, it is yet another contribution to the preponderance of evidence that implies Mr. Obama is ineligible. A copy of the long form birth certificate would cost Mr. Obama $12; thus far he has spent $1.3 Million to avoid producing it. As in any investigation, follow the money: in this case, what money is being spent on to conceal.
