Al Jazeera said Gadhafi had proposed to Libyan rebels to hold a meeting of parliament to pave the way for him to step down with certain guarantees. It said Gadhafi made the proposal to the interim council, which speaks for mostly eastern areas controlled by his opponents. It quoted sources in the council as saying Gadhafi wanted guarantees of personal safety for him and his family and a pledge that they not be put on trial. Al Jazeera said sources from the council told its correspondent in Benghazi that the offer was rejected because it would have amounted to an "honorable" exit for Gadhafi and would offend his victims. ...

A source close to the rebel interim council said he had heard that "one formula being proposed by the other side would see Gadhafi hand power to the head of parliament and leave the country with a certain guaranteed sum of money." He added: "I was told that this issue of money is a serious obstacle from the national council's point of view." ...

 An NPR executive was captured on hidden camera calling the tea party movement racist and xenophobic and says NPR would be better off without federal funding. ...

 AND TEXT. Williams said NPR senior executive Ron Schiller's remarks about the Jews dominating the newspaper industry was "outright anti-Semitism," and labeling Tea Party members "gun-toting" "racists" reveals "their real feelings." The timing of the video's emergence could hardly be worse for NPR. It already faces a tea-party-led push to yank its taxpayer funding, in part due to perceived left-wing bias. NPR quickly released a statement Tuesday saying it was "appalled" by Schiller's statements. According to NPR, Schiller announced last week that he was leaving the organization to join the Aspen Institute, a seminar and think-tank closer to his Colorado home. That did not mollify Catholic League president Bill Donohue, who blasted Schiller's remarks Tuesday and urged that all taxpayer funding of NPR be eliminated. "This guy, he not only tolerates Jew-baiting, he expresses animus against Christians, he sides with the Muslim Brotherhood ... He's very proud that Juan Williams has been fired, yet at the end of the day, he considers liberals to be better educated and fairer than conservatives. That says it all in my mind," Donohue said. ...

Attorneys representing potentially thousands of Guatemalans who were affected by U.S. syphilis experiments decades ago said Tuesday they will sue top federal health officials unless a system is created out of court to settle claims by the victims or their survivors. The legal move comes after revelations last year that U.S. scientists studying the effects of penicillin in the 1940s deliberately infected about 700 Guatemalan prisoners, mental patients, soldiers and even orphans -- some as young as 6, according to the lawyers. None were informed or gave consent. ...

The payouts, including Social Security, Medicare and unemployment insurance, are placing an increasing burden on the state at a time it is trying to dig itself out from a mountain of debt. Economists fear the toll on taxpayers will only increase further if quick action isn't taken before the majority of baby boomers reach retirement age. Federal Debt Will Reach More Than 100% Of GDP For 1st Time Since World War II Under Obama's Budget

Barack Obama's release of the 2012 budget was met by considerable skepticism, despite administration claims that the proposed spending cuts will put the government on track to half the budget deficit by the end of Obama's first term in office. The Dow Jones Industrial Average closed at 12,268, down five points on a day in which the market traded mostly down as experts sorted through the details of the budget. Almost immediately after the 216-page plan was released, along with a 1,368-page appendix and a third 360-page volume of historical tables, critics pointed out that Obama's budget conceded that 2011 will see the largest one-year jump in debt in U.S. history, almost $2 trillion in a single year. With the release of these documents, the Obama administration was forced to concede that the national debt will total $15.476 trillion by Sept. 30, the end of the fiscal year. The debt will reach 102.6 percent of the gross domestic product, or GDP, for the first time since the end of World War II. ...

(Laughter.) "If we get an historic health-care bill passed -- oh, well, the public option wasn't there. If you get the financial-reform bill passed -- then, well, I don't know about this particular derivatives rule, I'm not sure that I'm satisfied with that. And gosh, we haven't yet brought about world peace and -- (laughter.) I thought that was going to happen quicker." (Laughter.) With your own party heading for disaster in the polls, a number of its candidates are running away from you faster than you can say, "You really considered this guy for vice president?" ...

National Weather Agency Refutes Gore's Claim Recent Snowstorms Caused By Global Warming

NOAA posted the following article at its Climate Watch magazine: "This is the second consecutive very wintry winter in the eastern United States. Last year, NOAA climate scientists concluded the record-breaking snowstorms most likely resulted from the combination of two natural climate patterns: El Nino and the Arctic Oscillation. So what about this year? Last winter's El Nino has flipped to La Nina, as temperatures in the eastern tropical Pacific have been cooler than normal. But the Arctic Oscillation seems to be in a repeat pattern, with conditions this December and January very similar to last winter, according to Deke Arndt, Chief of the Climate Monitoring Branch at NOAA's National Climatic Data Center." Not at all surprisingly, the man that just this past Friday accused Rush Limbaugh, Fox News, and the Wall Street Journal of being part of a conspiracy to mislead people about the dangers of manmade global warming was once again guilty of it himself. ...

Oh No, Not Another Unbiased Documentary About 'Climate Change'

The "consensus" on 'Climate Change' exaggerates the number of scientists who believe in Man Made Global Warming and it grotesquely underestimates the number who have many good reasons for suspecting that there is far, far more to "Climate Change" than anthropogenic CO2. What's more such "consensus" as there is is an artificial construct. It has not been subjected to the rigour of an open or even semi-open market. It is the creation, almost entirely, of politically-driven funding from US government, from various UN bodies, from the EU, from left-leaning charitable foundations on a scale unprecedented in the history of science. So far, in real terms, no less than five times the amount of the Manhattan Project has been squandered on research into AGW. A reader who wishes to remain anonymous sent in this criticism:

Mr. March, You linked the video of Hillary Clinton having what has been referred to as an 'outburst' on your site, yet, you did not explain the context. You omitted the truth and presented the situation as another crazy Clinton moment. You not only misportrayed the situation, you lost an opportunity to share/address the plight of women who have no rights in their country. I have been a long time reader of your March Report and have shared the Report with many people. I wrote to you addressing the Clinton video and have seen no retraction or explanation. I won't be referring anyone to this page anymore. My belief and trust that you maintain objectivity and research all sides has been permanently altered recently. Consevative or not, you have always seemed to work at being fair and true to journalism. I now am seeing you differently.

This reader has mischaracterized the report. In fact, we went out of way to add clarity to the situation. The copy proved by WMAQ-TV, the televsion station which provide the report through one of our syndicators, said "A Congolese university student seems to presume that Bill Clinton's opinion is more important than the current Secretary of State's." In order to portray the situation accurately, we rewrote the copy to read as follows (emphasis added): "As a result of a translator's error, a Congolese university student appears to presume that Bill Clinton's opinion is more important than the current Secretary of State's. Hillary explodes, and hilarity ensues. Oh, those wacky, wacky Clintons." That was all the information that was available on August 11, 2009, when we ran the story. Witty retort aside, we went out of our way to clarify the report. Further details from the State Department and the White House did not become available until the following day.

Another reader, who wish to be referred to by the nom de plume "Needles," has an unusual take on the Certifi-Gate crisis:

The birthers need to step back and consider the consequences of their actions. If Mr. Obama were to be declared ineligible, there are several possible outcomes. They could remove him from office and install Joe Biden as President. The argument would be made that if Mr. Obama was not eligible to run for President, then the ticket is invalid as well and Joe Biden should not be Vice President. The next person in the order of succession would be Speaker of the House; Nancy Pelosi. Because no eligible candidate received a majority of electoral votes, the selection of the President could be thrown into the House. Speaker Nancy Pelosi, would then be king-maker. The choices are Joe Biden, Nancy Pelosi or someone Nancy Pelosi picks. Maybe it is best to leave the birth certificate matter alone.

Robert Jay March Responds:

Mr. Obama being declared ineligible does not legally invalidate Biden's election, provided he is qualified. Even if it did, the Constitution is too important to ignore; it is all that separates us from tyranny. Regardless of the consequences, if in fact Mr. Obama is ineligible, he must be removed. That said, all we have thus far is the preponderance of evidence leading to a likely conclusion, not conclusive facts. That is why the revelation of the long-form birth certificate is so important.

Finally, a third reader who wish to be referred to by the nom de plume "unihawker," writes:

Dear Mr. March, I was watching TV the other night and they showed a clip of Obama in Kenya during his trip there during the campaign. I am not sure if it was just some Freudian slip or not, but he said as he was waiving to the people greeting him, "Thank you, it is great to be back home". My question was, If he was not born in that country why would he call it home?

Robert Jay March Responds:

Good question, for which I have no answer. If this report is correct, it is yet another contribution to the preponderance of evidence that implies Mr. Obama is ineligible. A copy of the long form birth certificate would cost Mr. Obama $12; thus far he has spent $1.3 Million to avoid producing it. As in any investigation, follow the money: in this case, what money is being spent on to conceal.
