Harry Baals served four terms as mayor in the 1930s and 1950s in Fort Wayne, about 120 miles northeast of Indianapolis. The issue now, decades later is the pronunciation of his name. The former mayor pronounced his last name "balls," but his descendants have since changed the pronunciation to "bales." ...

The House of Representatives has rejected an extension to the Patriot Act provisions crucial to the post-September 11 terror law. The vote was a blow to new Republican leaders who had miscalculated the level of opposition to the three methods of surveillance involved. Republicans brought up the bill under a special expedited procedure that required a two-thirds majority, and the vote was seven short of reaching that level. The Republicans lost 26 of their own members, adding to the 122 Democrats who voted against it. ...

Rick Perry will ask the Legislature on Tuesday to indefinitely suspend funding for four Texas agencies and consolidate the functions of dozens more as part of a sweeping budget plan that would make deep spending reductions across state government. Funding for the Texas Historical Commission and the Texas Commission on the Arts would be eliminated altogether, according to a summary of Perry's top government efficiency proposals. Two smaller agencies, the Board of Professional Geoscientists and the Board of Professional Land Surveying would also disappear under a list of "suspensions/consolidations" that will accompany the governor's budget proposal to the Legislature. Taken together, the proposals to zero out funding for some agencies while consolidating others would save the state about $50 million. ...

As protesters in Egypt continued to call for the resignation of Egyptian President Hosni Mubarak, former Vice President Dick Cheney urged U.S. leaders to remember that Mubarak was "a good man" and important friend to the United States and said he hoped that the Obama administration would seek "balance" in its approach to the fast-moving events overseas. "He's been a good friend and ally of the United States and we need to remember that," Cheney said. "It's also important when you get into these circumstances that you try to have an open channel of communications that is private to whoever it is you are dealing with out there. (Laughter.) "If we get an historic health-care bill passed -- oh, well, the public option wasn't there. If you get the financial-reform bill passed -- then, well, I don't know about this particular derivatives rule, I'm not sure that I'm satisfied with that. Now, Chris Matthews Says Obama Doesn't Have Long-Form Birth Certificate

 AND TEXT. MSNBC's "Hardball" host Chris Matthews, who earlier announced he is the "enemy of birthers" but said even so he thinks Barack Obama should release his birth certificate, now has suggested that the online, computer-generated image of a Certification of Live Birth from Hawaii is the only document Obama has. Earlier, he was addressing Hawaii Gov. Neil Abercrombie's statement that he was going to chase down Obama's original state birth certificate to prove his eligibility. At the time, Matthews said, "I don't understand why doesn't the president just say send me a copy right now É let's get this crappy story dead." Abercrombie later said, according to his friend radio personality Mike Evans, that the document doesn't exist and expressed concern that the controversy will be a major issue for Obama during his planned 2012 presidential re-election campaign. Evans related how Abercrombie had taken over the governor's office assuming he'd be able to clear things up, but then couldn't find the records he was seeking. "Abercrombie was probably more shocked than anybody," Evans said. ...

Hawaii Lawmakers Want Release Of Obama Birth Information

Anyone would be able to get a copy of Barack Obama's birth records for a $100 fee under a bill introduced in the state Legislature that backers hope will finally dispel claims he was born elsewhere. The bill would change a privacy law barring the release of birth records unless the requester is someone with a tangible interest, such as a close family member. The measure was introduced by five Democrats but has not yet been scheduled for a public hearing, a required step before it can move forward. A decision on considering the bill will be made by the House's Democratic leadership and committee chairmen. ...

Hawaii Official Signs Affidavit Declaring Obama Birth Certificate Does Not Exist

Former Hawaii elections clerk Tim Adams has now signed an affidavit swearing he was told by his supervisors in Hawaii that no long-form, hospital-generated birth certificate existed for Barack Obama Jr. in Hawaii and that neither Queens Medical Center nor Kapi'olani Medical Center in Honolulu had any record of Obama having been born in their medical facilities. "During the course of my employment," Adams swears in the affidavit, "I became aware that many requests were being made to the City and County of Honolulu Elections Division, the Hawaii Office of Elections, and the Hawaii Department of Health from around the country to obtain a copy of then-Senator Barack Obama's long-form, hospital-generated birth certificate." Adams' affidavit continues, "Senior officers in the City and County of Honolulu Elections Division told me on multiple occasions that no Hawaii long-form, hospital-generated birth certificate existed for Senator Obama in the Hawaii Department of Health and there was no record that any such document had ever been on file in the Hawaii Department of Health or any other branch or department of the Hawaii government." ...

In his 1995 memoir Dreams from My Father, Obama made the same claim. "He had left Hawaii back in 1963," he wrote of Obama Sr., "when I was only two years old." When Obama wrote this in Dreams, he may have been relating what he had himself been told. By 2009, he knew better, but so vested was he in the story, and so useful had it been in his rise, that he continued to dissemble, even before millions of schoolchildren. A reader who wishes to remain anonymous sent in this criticism:

Mr. March, You linked the video of Hillary Clinton having what has been referred to as an 'outburst' on your site, yet, you did not explain the context. You omitted the truth and presented the situation as another crazy Clinton moment. You not only misportrayed the situation, you lost an opportunity to share/address the plight of women who have no rights in their country. I have been a long time reader of your March Report and have shared the Report with many people. I wrote to you addressing the Clinton video and have seen no retraction or explanation. I won't be referring anyone to this page anymore. My belief and trust that you maintain objectivity and research all sides has been permanently altered recently. Consevative or not, you have always seemed to work at being fair and true to journalism. I now am seeing you differently.

Robert Jay March Responds:

This reader has mischaracterized the report. In fact, we went out of way to add clarity to the situation. The copy proved by WMAQ-TV, the televsion station which provide the report through one of our syndicators, said "A Congolese university student seems to presume that Bill Clinton's opinion is more important than the current Secretary of State's." In order to portray the situation accurately, we rewrote the copy to read as follows (emphasis added): "As a result of a translator's error, a Congolese university student appears to presume that Bill Clinton's opinion is more important than the current Secretary of State's. Hillary explodes, and hilarity ensues. Oh, those wacky, wacky Clintons." That was all the information that was available on August 11, 2009, when we ran the story. Witty retort aside, we went out of our way to clarify the report. Further details from the State Department and the White House did not become available until the following day.

Another reader, who wish to be referred to by the nom de plume "Needles," has an unusual take on the Certifi-Gate crisis:

The birthers need to step back and consider the consequences of their actions. If Mr. Obama were to be declared ineligible, there are several possible outcomes. They could remove him from office and install Joe Biden as President. The argument would be made that if Mr. Obama was not eligible to run for President, then the ticket is invalid as well and Joe Biden should not be Vice President. The next person in the order of succession would be Speaker of the House; Nancy Pelosi. Because no eligible candidate received a majority of electoral votes, the selection of the President could be thrown into the House. Speaker Nancy Pelosi, would then be king-maker. The choices are Joe Biden, Nancy Pelosi or someone Nancy Pelosi picks. Maybe it is best to leave the birth certificate matter alone.

Robert Jay March Responds:

Mr. Obama being declared ineligible does not legally invalidate Biden's election, provided he is qualified. Even if it did, the Constitution is too important to ignore; it is all that separates us from tyranny. Regardless of the consequences, if in fact Mr. Obama is ineligible, he must be removed. That said, all we have thus far is the preponderance of evidence leading to a likely conclusion, not conclusive facts. That is why the revelation of the long-form birth certificate is so important.

Finally, a third reader who wish to be referred to by the nom de plume "unihawker," writes:

Dear Mr. March, I was watching TV the other night and they showed a clip of Obama in Kenya during his trip there during the campaign. I am not sure if it was just some Freudian slip or not, but he said as he was waiving to the people greeting him, "Thank you, it is great to be back home". My question was, If he was not born in that country why would he call it home?

Robert Jay March Responds:

Good question, for which I have no answer. If this report is correct, it is yet another contribution to the preponderance of evidence that implies Mr. Obama is ineligible. A copy of the long form birth certificate would cost Mr. Obama $12; thus far he has spent $1.3 Million to avoid producing it. As in any investigation, follow the money: in this case, what money is being spent on to conceal.
