Peddling Peril: How The Secret Nuclear Trade Arms America's Enemies

A great deal has been written about Pakistani metallurgist A.Q. Khan and his collaborators, but I have never found an account as detailed as the one in "Peddling Peril: How the Secret Nuclear Trade Arms America's Enemies," by the nuclear armaments expert David Albright. Albright holds master's degrees in physics and mathematics and has taught physics. For five years-between 1992 and 1997-he was part of the International Atomic Energy Agency's Action Team and in that capacity he spent time as a weapons inspector in Iraq. In 1993, he founded the Institute for Science and International Security, a nonprofit research organization based in Washington, D.C., of which he is president. In short, Albright is a perfect person to write a book like this.

A federal judge Wednesday morning blocked several critical provisions of Arizona's new immigration law from taking effect, delivering a last-minute victory to opponents of the law that brought the state a flurry of mostly negative international attention. The overall law will still take effect Thursday, but without the provisions that angered opponents. Bolton rejected arguments by attorneys for the Department of Justice that other sections of SB 1070 are preempted by federal law. These include creating a separate state crime making it illegal to transport or harbor an illegal immigrant and changes in law dealing with impoundment of vehicles that are used to transport those not in the country legally. ...

U.S. District Judge Susan R. Bolton's ruling blocked the provision that had prompted the greatest outcry -- on that would require officers to check the immigration status of anyone they lawfully stop or arrest if the officer develops "reasonable suspicion" that the person is an illegal immigrant. Many, especially Hispanics, interpreted that as authorizing the harassment of anyone with brown skin. Other parts of the law will take effect as scheduled Thursday. ...

In any off-year election, the two-way contest between the parties masks the real competition -- a three-way race among Democrats, Republicans and those who stay home. ...

New York Congressman Charles Rangel had reportedly cut a deal to admit to ethical wrongdoing and avoid a potentially humiliating public trial. Within minutes of congressional Republicans rejecting his tentative deal, lawyers for the House Ethics Committee were giving it a second look. This can mean only one thing: a potential compromise may be in the offing. ...

 The calls from fellow Democrats for New York Rep. Charles Rangel to resign could quickly turn from a trickle to a flood unless he can quickly negotiate a plea bargain to prevent a congressional trial on allegations of ethical misconduct. ...

Tom Emmer, the Republican endorsee for governor of Minnesota, has sponsored two bills asserting the right of Minnesota to reject federal laws and mandates from applying there, especially if Minnesota believes the feds have overstepped their authority under the Constitution and under the 10th Amendment. Emmer has sponsored a bill that would empower Minnesota officials (the governor and the leaders of the two houses of the Legislature) to each independently decide whether new federal laws and mandates exceed the constitutional power of Congress. If any one of the three thinks the feds have overreached, the mandate is blocked by them from application in Minnesota. Emmer, who is an attorney (as is Bachmann), told me that he doesn't know whether such a state law is constitutional, but he is so frustrated by the growth of federal power that he is very motivated to push back and at least "have the conversation." ...

 Arizona police are taking border patrol into their own hands despite the Federal government's warning to butt out. ...

he spirit of federalism involves the idea of subsidiarity. Think about this powerful passage written in 1821 (by Thomas Jefferson): "It is not by the consolidation or concentration of powers, but by their distribution that good government is effected. Were not this great country already divided into States, that division must be made that each might do for itself what concerns itself directly and what it can so much better do than a distant authority. Every state again is divided into counties, each to take care of what lies within its local bounds; each county again into townships or wards, to manage minuter details; and every ward into farms, to be governed each by its individual proprietor... It is by this partition of cares descending in gradation from general to particular that the mass of human affairs may be best managed for the good and prosperity of all." Tasks of government should be handled at the most local and feasible level according to Jefferson. And most would argue (reasonably) that protecting our national borders is a responsibility of the federal government. But what if the federal government is perceived to be failing in its responsibilities? Could we not provide some federalist-inspired way for states to hold the feds accountable for failure? Maybe sue? (Rather than the reverse, which is what is happening now)? ...

Don't count Elton John among the musical acts boycotting or deriding Arizona over its immigration law. He said at a Tucson performance: "We are all very pleased to be playing in Arizona. I have read that some of the artists won't come here. They are (expletive)wits! Let's face it: I still play in California, and as a gay man I have no legal rights whatsoever. So what's the (expletive) with these people?" ...

Larry Klayman, founder of Judicial Watch and Freedom Watch USA, is bringing the complaint, alleging Kagan altered an official scientific report used as evidence by the Supreme Court to persuade the justices to overturn bans on partial-birth abortion. Dozens of pro-life organizations are already asking the Senate to investigate Kagan's 1997 amendment to an American College of Obstetricians and Gynecologists report, which was then used by the Supreme Court as justification for overturning Nebraska's partial-birth abortion ban in 2000. Several analyses have concluded, however, that Kagan's amendment dramatically changed the meaning of the ACOG statement, and court records show the statement was passed off on the Supreme Court as official scientific opinion, even though the ACOG's panel of scientists never approved Kagan's wording. ...

The New York Democrat's legal team has been working with the panel's lawyers to strike an agreement that would save Rangel and House Democrats the pain of a public "trial" but also force Rangel to confess to some of the allegations that he mishandled his personal finances and abused his office. Yet Republicans have the trump card: Any deal would have to win support from at least one GOP member of the panel, and the minority party is concerned that Democrats have sought to short-circuit the process by negotiating with Rangel without any Republicans present. ...

An auction of instruments allegedly used in Elvis Presley's autopsy has been cancelled. Last week, a Chicago auction house announced that it would be selling a grisly collection of music memorabilia, including rubber gloves, lip brushes, needle injectors, forceps and aneurysm hooks used in the singer's postmortem examination. Sordid secrets emerged Monday about forbidden affairs between the top cops and the women they supervise. Valentim Neves' lawyer is dishing that Assistant Chief Gerald Nelson was less than truthful when he, too, was questioned about his dalliances with a School Safety Division underling. "This case is really about an assistant chief [Nelson] who is having a personal relationship and giving that officer favors, giving that officer's friends favors," Neves' lawyer Edgar DeLeon said in Brooklyn Federal Court. "Chiefs have a lot of power in the Police Department. That doesn't mean everything they do is right," DeLeon said. After a fight, Neves' wife, a retired cop, turned him in to the Internal Affairs Bureau, which launched a year-long probe that found he hooked up with his married lover, Officer Mareli Hnatko, more than a hundred times. The July lawsuits follow a suit filed in January by former jail inmate Luke Bolton, who claims that in summer 2007 he was required by jail guard Darlene Walker to have sex with her in a shower stall. He also claims Walker sometimes recorded their sexual activities on videotape. Bolton's suit claims sexual predation of inmates was a common custom and done with jail administrators' knowledge and that Keating "followed a custom of sexual congress with prisoners." His suit also describes drug dealing within the jail from which the sheriff was paid a percentage. He claims he was required to become an "enforcer" and perform "hits" on other inmates with whom Keating was dissatisfied. ...

When airport security officials at Houston's George Bush International Airport looked over Housrou Kedji, the native of Togo was acting suspiciously. He was nervous, sweating, his heart was racing, and his hands were shaking as he gave conflicting stories about the purpose of his trip to Texas. The 45-year-old nursing assistant, who also has two grown-up daughters, is said to have been "systematically killing her babies since 1988." If convicted, she faces 15 years in prison in what has become France's worst ever case of infanticide. Her husband Pierre-Marie, 47, a local council handyman, has been questioned but no charges have been made against him for concealing the bodies of the babies, which were all found wrapped in plastic bags. ...

Latvian-born lovely Anna Fermanova told federal agents she bought the three night-vision scopes for her husband's hunting pals in Russia. Gun experts said yesterday her story doesn't make sense. "These are used specifically for an assassination," said security consultant Bo Dietl, a former NYPD detective. "You're not going to hunt deer with a super scope. That's crazy. "You could take someone out with one of these scopes in the dead of night from up to a mile-and-a-half-away," he said. "I have friends in Iraq who use these. These are the real deal." ...

The bus was travelling on a highway in Nimroz province, the governor of Nimroz province told news agencies. The blast went off shortly after NATO forces patrolled the area, Ghulam Dastgir Azad said. ...

The blast damaged buildings and vehicles within a hundred-metre radius of the plant in Nanjing, injuring passengers on a passing bus. Nearby residents fled, many fearing an earthquake, as shockwaves hit their homes and windows shattered. At least six people were recorded dead at nearby hospitals, according to the state news agency Xinhua It said reporters had seen burnt bodies carried from the disaster scene. Local media reported that more than 300 people had been taken to hospital and at least 50 were seriously injured. A flotilla of 20 American and South Korean Navy ships churned the waters off South Korea's east coast Sunday on the first of four days of military exercises in a show of force that North Korea promises to answer with a "powerful nuclear deterrence." The rhetoric from North Korea, however, appears to most observers as just that - words that suggest a long-range determination to stick to its nuclear program while avoiding an immediate military confrontation. ...

In a ruling Tuesday, the court in the city of Middelburg ordered an end to supervision of Laura Dekker by child care authorities. Officials had blocked the teen's earlier sailing plans as too risky. The judge said it now is up to Dekker's estranged parents to decide whether the girl can embark on the voyage. Both parents have expressed support for the mission. Earlier, Dekker wrote on her blog that she could launch her round-the-world sailing attempt from Portugal within two weeks if she received court approval. ...

Wallace Souza, a TV host accused of ordering executions to boost his program's ratings died in Sao Paulo yesterday, taking to the grave the truth about his alleged involvement in a series of murders that were broadcast on his daily crime show. His gore-filled show specialised in footage of murder victims, making him a household name in Manaus. Late last August, local authorities accused the 51-year-old of masterminding a series of murders that were then reported by journalists from his program, Canal Livre. ...

"Our state is sad but extremely grateful," said state Senate Minority Leader Bill Raggio, R-Reno. He remembered Guinn as a selfless leader who rose from sharecropper beginnings to lead Nevada during a period of peril and prosperity. Guinn, who served as the state's chief executive from 1999 to 2007, died Thursday after falling from the roof of his Las Vegas home while making repairs. He was 73. The Clark County coroner has not yet ruled whether the cause was natural or an accident. ...

Mr. March, You linked the video of Hillary Clinton having what has been referred to as an 'outburst' on your site, yet, you did not explain the context. You omitted the truth and presented the situation as another crazy Clinton moment. You not only misportrayed the situation, you lost an opportunity to share/address the plight of women who have no rights in their country. I have been a long time reader of your March Report and have shared the Report with many people. I wrote to you addressing the Clinton video and have seen no retraction or explanation. I won't be referring anyone to this page anymore. My belief and trust that you maintain objectivity and research all sides has been permanently altered recently. Consevative or not, you have always seemed to work at being fair and true to journalism. I now am seeing you differently.

This reader has mischaracterized the report. In fact, we went out of way to add clarity to the situation. The copy proved by WMAQ-TV, the televsion station which provide the report through one of our syndicators, said "A Congolese university student seems to presume that Bill Clinton's opinion is more important than the current Secretary of State's." In order to portray the situation accurately, we rewrote the copy to read as follows (emphasis added): "As a result of a translator's error, a Congolese university student appears to presume that Bill Clinton's opinion is more important than the current Secretary of State's. Hillary explodes, and hilarity ensues. Oh, those wacky, wacky Clintons." That was all the information that was available on August 11, 2009, when we ran the story. Witty retort aside, we went out of our way to clarify the report. Further details from the State Department and the White House did not become available until the following day.

Another reader, who wish to be referred to by the nom de plume "Needles," has an unusual take on the Certifi-Gate crisis:

The birthers need to step back and consider the consequences of their actions. If Mr. Obama were to be declared ineligible, there are several possible outcomes. They could remove him from office and install Joe Biden as President. The argument would be made that if Mr. Obama was not eligible to run for President, then the ticket is invalid as well and Joe Biden should not be Vice President. The next person in the order of succession would be Speaker of the House; Nancy Pelosi. Because no eligible candidate received a majority of electoral votes, the selection of the President could be thrown into the House. Speaker Nancy Pelosi, would then be king-maker. The choices are Joe Biden, Nancy Pelosi or someone Nancy Pelosi picks. Maybe it is best to leave the birth certificate matter alone.

Robert Jay March Responds:

Mr. Obama being declared ineligible does not legally invalidate Biden's election, provided he is qualified. Even if it did, the Constitution is too important to ignore; it is all that separates us from tyranny. Regardless of the consequences, if in fact Mr. Obama is ineligible, he must be removed. That said, all we have thus far is the preponderance of evidence leading to a likely conclusion, not conclusive facts. That is why the revelation of the long-form birth certificate is so important.

Finally, a third reader who wish to be referred to by the nom de plume "unihawker," writes:

Dear Mr. March, I was watching TV the other night and they showed a clip of Obama in Kenya during his trip there during the campaign. I am not sure if it was just some Freudian slip or not, but he said as he was waiving to the people greeting him, "Thank you, it is great to be back home". My question was, If he was not born in that country why would he call it home?

Robert Jay March Responds:

Good question, for which I have no answer. If this report is correct, it is yet another contribution to the preponderance of evidence that implies Mr. Obama is ineligible. A copy of the long form birth certificate would cost Mr. Obama $12; thus far he has spent $1.3 Million to avoid producing it. As in any investigation, follow the money: in this case, what money is being spent on to conceal.
